ANNUAL TOWN MEETING

February 27, 2010

March 2, 2010
 

The citizens of Woodstock who are legal voters in the Town of Woodstock, County of Windsor, State of Vermont are hereby warned to meet at the Town Hall Theater in said Town on the 27th of February, 2010 at 10:00 A.M., and continuing no later than 11:59 P.M., to be adjourned until March 2 , 2010 for the purpose of transacting during that time any business not involving voting by Australian ballot.

The citizens of Woodstock who are legal voters in the Town of Woodstock, Vermont, County of Windsor, are hereby warned to meet at the Town Hall Theater in the Town Hall on the 2nd day of March 2010, reconvening at 7:00 A.M., continuing until 7:00 P.M., for the purpose of transacting during that time, voting by Australian ballot.


ARTICLE I:       The election of Town Officers for the ensuing year as required by law including: 
                         (Australian Ballot)
                                    Selectboard (3 year term -1)
                                    Town Treasurere
                                    Moderator
                                    Lister (3 year term)
                                    Auditor (3) (3 year term - 1)
                                                      (2 year term - 2)
                                                      (1 year term - 1)
                                    Trustee of Public Funds (3 year term)
                                    Cemetery Commissioner (3 year term)
                                    Grand Juror
                                    First Constable
                                    Second Constable
                                    Town Agent
                                    Elementary School Board Director (3 year term)
                                    Woodstock Union High School Board Director (3 year term)


ARTICLE II:        To see if the Town will Receive and act upon reports submitted by the Town
                          officers.

ARTICLE III:       To see if the Town will vote to pay the Town Officers in accordance with
                          Title 24 VSA, Section 932 as follows:
                                    Select Board                           $750.00 per year
                                    Town Treasurer                   $15,100.00 per year   
                                    Listers                                       20.80 per hour
                                    Constables                                20.80 per hour
                                    Moderator                                  50.00 each time serves


ARTICLE IV:        To see if the Town and Town School District will vote to collect the Town
                           General, Highway, School District Taxes and State Education Taxes on real
                           property and all other taxes levied through the Treasurer under the provisions
                           of Title 32 VSA Chapter 133 and fix the dates of payments as November 5,
                           2010 and May 6, 2011.

ARTICLE V:         To see if the Town will vote to authorize the Treasurer, with the approval of
                           the Select Board to borrow money, if necessary, in anticipation of taxes for
                           Fiscal Year 2010-2011 to defray current expenses and debts of the Town and
                           Sewer Department.

ARTICLE VI:        To see if the Town will vote to appropriate the sum of One Hundred Fifteen
                           Thousand Dollars ($115,000) from unreserved surplus funds in the Capital
                           Reserve account to be used for tax stabilization for the Fiscal Year 2010-2011

ARTICLE VII:      To see if the Town will vote to appropriate the sum of Twenty Thousand Dollar
                           ($20,000) from unreserved surplus funds in the Town Police District to be used
                           for tax stabilization of the Town Police District for the Fiscal Year of 2010-2011.

ARTICLE VIII:     To see if the Town will vote to appropriate the sum of Three Million Eight 
                           Hundred Fifty Four Thousand Nine Hundred Ninety Four Dollars ($3,854,994),
                           which includes the specified sums of money to operate each department; and 
                           to raise by taxation the amount of Two Million Four Hundred Fifty Eight 
                           Thousand One Hundred Twenty Nine Dollars ($2,458,129) which is the 
                           necessary to defray operating costs for FY 2010-2011.

ARTICLE IX:        To see if the Town will vote to appropriate the sume of Six Hundred 
                            Ninety Nine Thousand Nine Hundred Twenty Dollars ($699,920),
                            which includes Five Hundred Ninety Thousand Three Hundred
                            Twenty Dollars ($590,320) from user fees and One Hundred Nine
                            Thousand Six Hundred Dollars ($109,600) from other revenues,
                            including Twenty Five Thousand Dollars ($25,000) from surplus to 
                            pay the current expenses and debt of the sewer department fo 
                            FY 2010 - 2011.

ARTICLE X:          To see if the Town will vote to appropriate the sum of Three Thousand Dollars
                            ($3,000) for the purpose of paying the Trustees of Public Funds for services
                             rendered for the fiscal year ending June 30, 2010 and approve the
                             expenditure from the income of the Trust Funds for that purpose.
                            
ARTICLE XI:         To see if the Town will vote to appropriate the sum of One Thousand Five
                             Hundred Dollars ($1500) for the purpose of having the Public Trust Funds
                             audited and approve the expenditure of One Thousand Five Hundred
                             Dollars ($1500) from income of the Trust Funds to pay for the Annual Audit. 

ARTICLE XII:       To see if the Town will vote to raise and appropriate the sum of Thirty 
                            Thousand Dollars ($30,000) for the purpose of installing new house numbers
                            that are compliant with current E-911 regulations, to aid emergency service
                            personnel in locating each building in the town (outside of the village) in times
                            of an emergency.

ARTICAL XIII:       To see if the Town will vote to raise and appropriate the sum of Twelve
                            Thousand Dollars ($12,000) to be donated to the Woodstock Area Chamber
                            of Commerce for the purpose of contributing to the operation of the Mechanic
                            Street Welcome Center for FY 2010 - 2011.

ARTICLE XIV:      To see if the Town will vote to appropriate the sum of Twelve Thousand 
                            Dollars ($12,000) for general improvements to Vail Field.

ARTICLE XV:       To see if the Town will vote either or both of the following:
                            A.    That the Town of Woodstock encourage every citizen and business owner
                                   to participate in the 10 Percent Challenge Program administered by the
                                   Alliance for Climate Action of Burlington, Vermont, with the goal of  
                                   reducing greenhouse gas emissions by 10 percent by Town Meeting 
                                   2012;

                            B.    That the Town of Woodstock as a municipality join and participate in the
                                   10 Percent Challenge Program, with the goal of reducing greenhouse gas
                                   emissions for all Town buildings, transportation and other functions by 
                                   10 percent by Town Meeting 2012.


ARTICLE XVI:      To see if the Town of Woodstock will vote either or both of the exemptions
                            listed below for the lands and buildings owned by the Visiting Nurse 
                            Association & Hospice Wellness Center (Parcel ID: 22.51.13.06A) at 
                            Gallery Place, Suite 6A, 442 Woodstock Road for a period of five years 
                            (By petition) (Australian Ballot) 
                            A.    Exemption from all local property taxes including local education, highway
                                   and town general.

                            B.    Exemption from the education property taxes and to raise by property
                                   taxation a sum of money to pay the exempted amount to the appropriate
                                   entity.
        

ARTICLE XVII:      To see if the Town will vote either or both of the exemption listed below for
                             the Edwin J. Thompson Senior Center owned by Woodstock Area Council on
                             Aging for a period of five years.  (By petition) (Australian Ballot)
                             A.    Exemption from all local property taxes including local education, highway
                                    and town general.
                    
                             B.    Exemption from the state education property taxes and to raise by 
                                    property taxation a sum of money to pay the exempted amount of money
                                    to the appropriate governmental entity.

ARTICLE XVIII:       Shall the Town appropriate to the Martha Lussier Health Information & 
                             Referral Service, Inc. the sum of Five Hundred Dollars ($500) to be
                             added to the greater amount of contributions from Town residents.

ARTICLE XIX:        Shall the Town appropriate from the Public Trust funds to the Woodstock
                             Area Job Bank the sum of Two Thousand Dollars ($2,000) to match the
                             amount to be raised from contributions.  (Australian Ballot)

ARTICLE XX:        Shall the Town appropriate the sum of Three Thousand Dollars ($3,000.00)
                             to support programming of the Ottauquechee Community Partnership which
                             includes the Spectrum Teen Center and the Shining Light Mentoring program.
                             Our common objective is to keep our youth in the WCSU area drug-free,
                             engaged in healthy activities, and provided with the opportunities for leader-
                             ship and personal growth.  (By petition)  (Australian Ballot)

ARTICLE XXI:       Shall the Town appropriate the sum of Two Thousand Five Hundred Dollars
                             ($2,500) from the Trustee of Public Funds and an additional Twenty Two
                             Thousand Four Hundred Dollars ($22,400) from the General Fund for a 
                             combined total of Twenty Four Thousand Nine Hundred Dollars ($24,900)
                             to help support the home health, maternal and child health and hospice 
                             care provided in patients' homes and in community settings by the Visiting
                             Nurse Association and Hospice of VT and NH.  (By petition)  (Australian Ballot)

ARTICLE XXII:       Shall the Town appropriate the sum of Three Thousand Two Hundred Forty
                             Seven Dollars ($3,247) to help support outpatient, mental health and 
                             substance abuse services by the staff of Health Care and Rehabilitation 
                             Services, Inc. (HCRS).  (By petition) (Australian Ballot)

ARTICLE XXIII:      Shall the Town vote to appropriate and raise by property taxes, the sum of
                             Twenty Thousand Dollars ($20,000) for the Norman Williams Public Library to
                             help support the operations and maintenance of the library.  These funds are
                             over and above the level budgeted support that the Town provides to this
                             library for Fiscal Year 2010 - 2011.  (Australian Ballot) 

ARTICLE XXIV:    Shall the Town vote to appropriate and raise by property taxes, the sum of
                            Twenty Thousand Dollars ($20,000) for Pentangle Council on the Arts to help
                            support the activities of Pentangle and the operation of the Town Hall
                            Theatre.  These funds are over and above the budgeted support that the 
                            Town provides to Pentangle for Fiscal Year 2010 - 2011.  (Australian Ballot)

ARTICLE XXV:     To see if the Town will vote to appropriate the sum of Five Thousand Dollars
                            ($5,000) for the Woodstock Historical Society to help underwrite the expense
                            of the Society's educational programming for the benefit of the Town's 
                            school children, adults, and senior citizens through lectures, tours, 
                            performances and special events.  (Australian Ballot)


ARTICLE XXVI:     Shall the Town of Woodstock vote to appropriate the sum of Two Thousand
                             Five Hundred Dollars ($2500) for Windsor County Partners for youth
                             mentoring services provided to children in Windsor County.  (By petition)
                             (Australian Ballot)

ARTICLE XXVII:     Shall the Town of Woodstock appropriate the sum of Five Hundred Dollars
                             ($500) to the Green Mountain RSVP & Volunteer Center of Windsor County to
                             develop opportunities for people age 55 and older to positively impact the
                             quality of life in the community through volunteer service.  (By petition)
                             (Australian Ballot)

ARTICLE XXVIII:    Shall the Town of Woodstock vote to appropriate the sum of One Thousand
                             Five Hundred Dollars ($1500) to help fund WISE (Women's Information 
                             Service)'s work with the Town of Woodstock.  WISE provides advocacy
                             crisis intervention and ongoing support services; confidential emergency
                             shelter and supportive housing to those affected by domestic and sexual
                             violence; and community education and youth violence prevention programs.
                             All WISE services are free and confidential.  (By petition) (Australian Ballot)

ARTICLE XXIX:      Shall the Town of Woodstock vote to appropriate the sum of Fifteen
                             Thousand Six Hundred Twenty Five Dollars ($15,625) as the town's share of
                             of service for the Woodstock Area Council on aging to run the Edwin J.
                             Thompson Senior Center.

ARTICLE XXX:      To entertain the discussion of any other business of interest to the legal
                             voters, such discussion shall not be construed in any manner as binding 
                             Municipal action.

NOTICE TO VOTERS

 

Woodstock residents not on the voter checklist may register to vote no later than 5:00 P.M. on Wednesday February 24, 2010 at the Town Clerk's office in the Town Hall.

Absentee ballots are available from the Town Clerk prior to 5:00 P.M. on March 1, 2010. A voter who expects to be an early or absentee voter, or an authorized person on behalf of such voter, may apply for an early voter absentee ballot until 5:00 P.M. or the closing of the Town Clerk’s office on the day preceding the election.
