The citizens of the Village Woodstock who are legal voters in the Village of Woodstock, Vermont, County of Windsor, are hereby warned to meet at the Town Hall on the 16th day of March 2010, at 7:00 A.M., continuing until 7:00 P.M., for the purpose of transacting during that time, voting by Australian ballot.
The citizens of the Village of Woodstock, who are legal voters in the Village of Woodstock, County of Windsor, State of Vermont are hereby warned to meet at the Woodstock Town Hall in said Village on the 16th day of March, 2010 at 7:30 P.M. to act upon the following articles.
ARTICLE I: To elect Village officers for the ensuing year as required by law:

Trustee 3 year term (Australian Ballot)
Trustee 2 year term (Australian Ballot)

Trustee of Public Funds 1 year term

ARTICLE II: To receive and act upon the reports of the Village officers.
ARTICLE III: To fix the annual compensation for the elected Village officers.

ARTICLE IV: To see if the Village will vote to collect the Village General taxes on real estate and personal property and all other taxes levied through the Treasurer under the provisions of Title 32 VSA, Chapter 133 and fix the date of payment as November 5, 2010 and May 6, 2011.

ARTICLE V: To see if the Village will vote to authorize the Treasurer, with the approval of the Board of Trustees, to borrow money if necessary, in anticipation of taxes for FY 2010-2011 to defray current expenses and debt of the Village. |
ARTICLE VI: To see if the Village will vote to appropriate the sum of One Million One Hundred Ninety Five Thousand Seven Hundred Dollars ($1,195,700) and raise by taxation the sum of Four Hundred Forty Three Thousand Four Hundred Fifteen Dollars ($443,415) to pay the current expenses and debts of the Village.

ARTICLE VII: To see if the voters of the Village of Woodstock will vote to appropriate by taxation the sum of fifteen thousand dollars ($15,000.00) to reimburse the Capital Reserve Fund for an expenditure to retain the services of a lobbyist to represent the interests of Woodstock, in the Vermont Legislature, specific to truck traffic laws and regulations for the purpose of limiting the size and number of trucks traveling on U.S. Route 4.
Please note that an expenditure of up to thirty thousand dollars ($30,000.00) from the Capital Reserve Fund , was authorized at a Special Village Meeting on December 14, 2009; and that these funds would be repaid to the Capital Reserve Fund in FY 2010 - 2011.
Please note that the Town of Woodstock and the Village of Woodstock are sharing the costs of our lobbyist, this results in the expenditure and repayment of up to fifteen thousand dollars, ($15,000.00).
ARTICLE VIII: To see if the Village will vote to raise and appropriate the sum of Five Thousand Dollars ($5,000) for the purpose of providing paw bags in the existing network of boxes, for dog walkers to use to pick up dog waste while walking their pets.
ARTICLE IX: To see if the village will vote to raise and appropriate the sum of (Seven Thousand Dollars ($7,000) for the purpose of supplementing the Village Police Budget Department budget to maintain a police officer exclusively in the Village at all times.
Please note that the proposed 2010-2011 budget calls for one officer to provide police coverage to both the Town area and the Village area during two evening shifts each week
ARTICLE X: Will the Citizens of the Village of Woodstock vote to support joining and participating in the 10 Percent Challenge Program administered by the Alliance for Climate Action of Burlington, Vermont with the goal of reducing their greenhouse gas emissions for all Village buildings, transportation and other functions by 10 percent by Village Meeting 2012.
ARTICLE XI: Shall the Voters of the Village of Woodstock direct the Board of Trustees to endorse efforts by the East End Committee of Sustainable Woodstock in the creation of a Public Waterfront Park on a parcel of land owned by the Village of Woodstock referred to as "The Jungle". This endorsement is not a request for municipal funds.
The goal is to develop plans for the park, secure grants, obtain estimates and provide renderings both topographical and architectural for proposed uses of the land and existing structure. Plans will include allocating space for municipal parking and a bus stop.
Creating the Public Waterfront Park and moving the Village snow dump to an acceptable alternative site will enhance the surrounding area for commercial and residential uses thereby increasing tax revenue and providing jobs for Woodstock.
The Park site will enable members of the community to have the public access to the Ottauquechee River for recreational and educational purposes. All will benefit from a healthy riverside environment that will provide green space for a variety of activities and gatherings. A portion of the parcel will be dedicated for use as a 'teaching terrain' to demonstrate innovative sustainable land use practices.
ARTICLE XII: To see if the Village will vote to appropriate the sum of Three Thousand Dollars ($3,000) from the Ethel S. Woods Fund for maintenance and improvements to Village sidewalks.
ARTICLE XIII: To see if the Village will vote to appropriate the sum of Three Thousand Five Hundred Dollars ($3,500) from the Orley A. Whitcomb Fund, and to raise by taxation the additional sum of One Thousand Dollars ($1,000) for the care and planting of trees.
ARTICLE XIV: To see if the Village will vote to appropriate the sum of One Thousand Dollars ($1,000) for the purpose of paying the Trustee of Public Funds for services rendered, and approve such expenditure from income of the trust funds.
ARTICLE XV: To see if the Village will appropriate the sum of One Thousand Dollars ($1,000) for the purpose of auditing the Public Trust.
ARTICLE XVI: To act on any other business that may legally come before the Village Meeting.
